STAIRs (Social Tenant Access to Information Requirements) is a new government requirement that gives social housing tenants easier access to information about their landlord.
What is STAIRs?
STAIRs stands for Social Tenant Access to Information Requirements.
It’s a new government requirement designed to improve transparency across the social housing sector by making it easier for tenants to access information about how their landlord operates, delivers services, manages homes, and makes decisions.
Many of the documents and information we’re required to share under STAIRs are already published on our website. To make them easier to find, we've brought them together on this page under the relevant STAIRs categories.
How is STAIRs being introduced?
STAIRs is being introduced in two phases.
Phase One
From 1 October 2026, social housing providers like Southway are required to proactively publish specified information about their organisation, services and performance.

Phase Two
From 1 April 2027, tenants will be able to formally request certain information from their landlord.
We'll publish more information about how to make a STAIRs information request closer to the launch of phase two.
