Tenant Scrutiny Panel
The Scrutiny Panel takes an in depth look at the way Southway does things to make sure that tenants receive effective and efficient services. A high level of time and commitment is required. Support, refreshments and any out of pocket expenses are provided.
What do they do?
The first exercise the Panel carried out was to determine if Southway had delivered on the five year promise we made to tenants at the point of transfer, back in 2007. The review was completed in October 2012.
The Panel has since completed another seven reviews; Complaints, Out of Hours Repairs, Concessionary Services, Anti-Social Behaviour, Rent Collection & Communication, Void (empty) properties and Repairs Communications. A review of the Age Friendly Delivery Team and Services commenced in November 2019.
The purpose of the Scrutiny Panel is to look at how Southway delivers its services and how much it costs. The Panel then reaches its conclusions and makes recommendations to Southway’s People and Places Committee to ensure that tenants receive the best and most efficient services possible. There is a fair amount of commitment involved and the Panel tend to meet every fortnight while carrying out a review.

Liam Murphy - Chair
I have lived in Ladybarn all my life and have been a tenant since 2008. I was the first member of Southway’s Timebank to exchange hours. I have served on the Southway Board and am a member of the Residents' Consultative Group, the external complaints panel (Independent Tenant Solutions) and the Complaints Service Improvement Group (SIG). As a member of the Scrutiny Panel, I feel I am contributing to a very influential group and making a difference for both tenants and Southway as an organisation.
Jim Hutton - Deputy ChairI have been a social housing tenant in Manchester since 1995. I sit on Southway’s People and Places Committee and am also on the external complaints panel (Independent Tenant Solutions) and the Complaints Service Improvement Group (SIG). I have a particular interest in the environment. I am passionate about homelessness and run the Mad Dogs Street Project. Being a panel member can be challenging at times, but I find it extremely rewarding.
I have lived in Didsbury since 1958 and love being part of a great neighbourhood. I am a committee member of the local community group and enjoy helping to organise and run fundraising activities, while also creating a community spirit. I enjoy scrutiny, have learnt new skills and met some lovely people. I enjoy doing jig saws and other puzzles.
I have been a tenant in Withington since 1985. I volunteer with Age UK as an IT trainer. As well as being on the Scrutiny Panel I am also a member of Southway’s Beautiful South Fund Decision Making Panel. I enjoy gardening and spending time with my family.
I have been a tenant in East Didsbury since 1979. Me and my wife were foster parents for 47 years looking after 439 children. I am passionate about my neighbourhood and am keen to see communities kept clean and tidy. I like gardening and travelling.

- What do they do?
Resident Consultative Group
The Consultative Group is made up of tenant group representatives, 2 leaseholders, two owner-occupiers, tenants and Southway staff. The group meets every six weeks to discuss policies and current issues. It influences decisions and helps to shape services.
We are always looking for tenants to join this group. If you are interested in current issues and would like to regularly see how Southway is performing, this group is for you! Joining this group will take up approximately two hours of your time every six weeks. Please contact Maureen Ward or Tina Murphy here.
