Meet the board
A board of 12 volunteers makes policies and plans for Southway. It sets wider aims and objectives and makes sure that our staff meet standards of service.
There are four 'tenant board members'. They have equal decision-making power with the four board members nominated by Manchester City Council, and with the four 'independent' board members who are people with specialist knowledge.
How were board members chosen?
We advertised for people to apply for the tenant and independent board member positions. Local tenants' reps from all parts of the area interviewed the applicants and picked the board members.
Tenant directors
E. Jannette Maughan - Chair of the Board
Jan has been a tenant in Burnage for ten years. She is the chair of Parrs
Wood Tenants and Residents Association, and is involved in local community and environmental projects.
Geoffrey Penny
Geoffrey has been a Burnage tenant for 11 years. He has an extensive background in the construction industry. Geoffrey wants to see the home improvements programme meet the expectations of local people, and to be delivered within budget and on time.
Tony Ramage
Didsbury tenant Tony is the chair of the
Ladybarn Tenants & Residents Association, and County Co-ordinator, Poppy
Appeal for the Royal British Legion.
Jennings Rukani
Jennings is active in Refugee Action Manchester and in local community
affairs. He has an Msc in international business management, and has
worked at a high level in a national government.
Directors nominated by the City Council
Councillor Brian Harrison
Brian has been a councillor for the Old Moat Ward for 22 years. He serves on the Children and Young Peoples committee, is a director of Manchester Airport and a non-executive director of the Manchester Primary Care Trust.
Councillor Rodney Isherwood
Councillor Isherwood has represented the Burnage ward since 2004. He also serves on the Audit, Finance and General Purposes, and Social Strategy Scrutiny committees. He is a governor of Ladybarn primary school and is treasurer of Burnage Multi-Agency Group. Rodney has a background in accounts and economics and is a strong supporter of not-for-profit housing.
Councillor Norman Lewis
Norman has been a councillor for the Chorlton Park ward since 2004. He serves on the
Communities & Neighbourhood overview committee. Norman is a governor at Barlow Hall primary school, a director of the South Manchester Credit Union,
and a member of the Chorlton Park regeneration group. As a tenants' representative, he chaired the Nell Lane Tenants & Residents Association for 10 years.
Deborah McLaughlin
Deborah is the City Council's director of housing. She played a key role in developing the housing transfer proposals for this area. Deborah has 20 years experience working in housing, 17 years in Manchester.
Independent directors
Steve Goslyn - Vice-Chair of the Board
Steve has worked in housing for 28 years. He is the area director for a large not-for-profit landlord and a director of a housing charity covering two neighbouring boroughs. He lives in South Manchester and has played an active role in developing housing-related services in the city with other organisations.
Emma Richman

Richard O'Connell
As a senior consultant in a global company, Richard helps a wide range
of organisations improve their business performance. He is a qualified
accountant with a breadth of experience in consultancy and finance.
Bob Agnew
Bob is a lawyer who works in the property department of a Manchester law
practice.
How are board directors chosen?
Tenant and independent board directors serve for up to three years. Tenant directors are selected by local tenants to ensure you have a say in who represents you. Manchester City Council choose the council-nominated directors. The independent directors are selected for their professional skills and experience and are appointed on the recommendation of the remaining directors.
